The benchmark crossed in April
ONS estimated 781,000 vacancies in January to March 2025, a quarterly fall of 26,000. The total was 15,000 below January to March 2020 and the first below-pre-pandemic comparison since the March-to-May 2021 period. The bulletin placed this within a prolonged run of quarterly vacancy declines, rather than describing an isolated month’s movement.
The planning implication is to examine the relationship between opportunity volume and delivery effort. A lower national stock of vacancies does not reveal how complex the remaining roles are or how long client decisions take. Our analysis is to review the process around each assignment, rather than assume that a smaller pipeline makes resourcing support unnecessary.
Where delivery effort still earns its place
Look for work that persists regardless of new-job volume: candidate care, database maintenance, bookings administration and the preparation of invoices or compliance records. Identify duplication and unclear ownership before deciding where to reduce or expand capacity. A support function can be busy because the process is fragmented, not because a desk has a healthy volume of approved hiring.
Commercial teams should also distinguish a cost review from a service redesign. Removing an administrative task may simply transfer it to consultants. Document the handover, the required quality standard and the decisions that remain with the client. Compare options using the agency’s own workload and commercial evidence, rather than applying a national vacancy percentage directly to staffing levels.
Define the support around committed work
Key Med can support a defined back-office review or a modular recruitment project. An agreed engagement might map the administrative workflow, maintain records and take on selected tasks with visible escalation points. The client chooses the commercial model and staffing decisions; support should not be sold through an unverified promise of a fixed saving or a guaranteed placement increase.
Pilot one process with clear inputs, outputs and ownership, then review errors, outstanding exceptions and consultant handover time. Decide whether further support is justified by the actual operating evidence. That creates a proportionate response to the market context while preserving the recruitment expertise and controls that difficult healthcare or specialist assignments still require.
