Labour market — The explainer

When the labour-market source changed, reports had to change too

ONS introduced alternative experimental estimates in October 2023 amid survey uncertainty. Client reports needed to show which source they used, what could be compared and where the agency was adding its own interpretation.

Why ONS changed the estimates

The October bulletin said unadjusted June to August Labour Force Survey data were not being published. ONS instead provided alternative experimental estimates using growth from PAYE Real Time Information and the Claimant Count from May to July 2023 onwards. The substitution was an explicit response to increased uncertainty around the survey estimates.

That event changed the interpretation of the evidence available to users. A slide deck that copied the latest headline without noting the change could suggest a degree of comparability that the underlying method did not support. Our recruitment lesson is to make provenance part of routine reporting, not an optional footnote added after a client challenges the conclusion.

A source note belongs beside the headline

A useful market update identifies the statistic, reporting period, release date and whether it is provisional or experimental. Keep a record of the source used when the report was produced. If a series changes, check whether the old chart can still be extended meaningfully before presenting a trend or comparing it with an agency performance measure.

Client decisions should combine the available official indicators with relevant operating evidence, such as response patterns, approved vacancies and interview outcomes. Label the latter as the agency’s experience. A recruiter can explain uncertainty clearly without abandoning analysis, provided the report separates what the source establishes from what the business infers about its own market.

Keep the reporting trail readable

Key Med can support database administration and the preparation of recruitment reporting packs within a client-approved process. That can include maintaining source links, release dates and a change log, checking that charts use consistent definitions, and assembling operational records for review. Interpretation and publication approval should remain with the person accountable for the report.

Begin with a short reporting template that includes a source field and an explicit caveat field. Agree what happens when data are delayed, revised or withdrawn. This reduces avoidable confusion in recurring updates and gives consultants a reliable reference for conversations, without claiming that a support partner can eliminate statistical uncertainty or forecast the market.
