Below a million vacancies: where should a desk put its effort?

Vacancies fell below a million in September 2023. A specialist desk still needed its own answer: which clients had committed work, which assignments were ready and where delivery capacity could be used well.

The national milestone

For June to August 2023, ONS estimated 989,000 vacancies, down 64,000 on the quarter and the fourteenth successive quarterly decline. The release therefore provided evidence of sustained cooling in external recruitment demand. It did not reveal how many assignments were exclusive, funded, ready for interview or accessible to any particular recruitment business.

A threshold is useful for communication, but the direction and composition of work matter more operationally. A desk with fewer approved searches can still be overloaded by low-probability activity. Our interpretation is to review the quality and distribution of demand, rather than treating one national number as a target for increasing calls or cutting delivery.

Look inside the specialist desk

Analyse open roles by client, sector, approval status and next decision date. Identify where revenue expectations depend heavily on a small number of employers or on repeated replacement activity. Record cancelled and paused searches separately from filled ones, so that the agency can see whether weaker demand or an internal execution problem is changing its results.

Capacity decisions should follow that evidence. A broad reduction in support may harm an urgent specialist desk, while a permanent expansion may be difficult to justify for a temporary campaign. Establish which tasks require continuity and which can be scoped to a defined project, with clear handover points when the volume changes.

Make committed work visible

Key Med can provide a defined recruitment-support project, a dedicated team or selected back-office tasks, subject to an agreed scope. A starting engagement might clean the vacancy register, organise a priority list and support sourcing for roles the agency chooses to advance. Commercial judgement about target clients and sectors remains with the business.

Review the pilot using activity that is meaningful to that desk: approved roles supported, candidate responses, interview progress and unresolved decisions. Avoid attributing every change to the national market. The purpose is to create a clearer view of commitments and workload, enabling a more deliberate operating model without promising a revenue uplift from outsourcing.
