Local care services needed a handover that crossed their boundaries

CQC’s October 2024 State of Care review examined pressure and responses across local systems. Recruitment operations needed to understand service boundaries and keep staffing information connected when work moved between organisations or teams.

The local-system view in the review

CQC published its State of Care 2023/24 assessment on 25 October 2024. Its local-systems chapter considered how health and adult social care services responded to pressures together. As an annual assessment of care in England, it examined the system context rather than prescribing one recruitment model for providers.

The recruitment implication is our own practical analysis: a staffing requirement needs enough context to survive movement between teams. When the receiving service changes, the role, supervision arrangements or working location may also change. A recruitment desk should not assume that an existing confirmation covers a materially different assignment.

Where a staffing handover can lose its owner

Cross-service work can create uncertainty about who owns the next decision. The recruiter may be waiting for a manager, the manager may believe another team has approved the change and the candidate may receive conflicting instructions. An open case can then look like progress in one system and a blockage in another.

A good handover identifies the requirement, the latest agreed information, unresolved questions and a named owner. It should include only information needed for the task. Sensitive candidate or service-user information belongs in approved channels, with access controlled, rather than in a widely forwarded operational summary intended simply to arrange an interview or booking.

Keep the information connected across services

Key Med can provide recruitment coordination and back-office support that follows the client’s service boundaries and approval arrangements. We can maintain handover templates, decision logs and exception queues, and coordinate follow-up with authorised contacts. Providers retain responsibility for care decisions, the suitability of staff and the arrangements under which work is delivered.

A practical review should trace one requirement through each team that touched it. Identify which details were re-entered, where ownership became uncertain and what the candidate was told at each point. Then agree a small set of mandatory handover fields. We can help operate that process and report unresolved cases without claiming that administration alone resolves system-wide care pressures.
