The agency-spend update in June
On 2 June 2025, the Department of Health and Social Care and NHS England reported that agency spending had fallen by almost £1 billion in 2024/25. The announcement reinforced the government’s direction towards lower agency use and urged further progress. It described a national financial development, rather than the outcome of any individual recruitment supplier.
For staffing businesses, the operational significance was the need to understand how client requirements were changing. Our interpretation is that support for permanent recruitment, candidate engagement and administrative capacity could remain relevant, but each service needed its own clear purpose and approval route. A renamed placement service would not automatically meet a different need.
Understand the work clients still need
A business built around urgent temporary bookings may have strong candidate relationships but limited processes for managing longer permanent campaigns. Interview coordination, structured shortlisting and post-offer communication require a different rhythm. Commercial teams should check whether their operating model can deliver those activities before presenting a broad new service menu.
Client demand also needs evidence. Ask which tasks are delaying progress, who owns the problem and what support can be commissioned through the client’s arrangements. Avoid suggesting that a change in national spending creates a right to work directly with an NHS organisation or proves that an outsourcing proposal will deliver savings.
Build a support scope beyond volume
Key Med can support recruitment agencies and employers with defined candidate sourcing, permanent recruitment coordination and back-office administration. The scope can be modular or organised around a dedicated team, with agreed handovers and reporting. Contract approval, procurement decisions and workforce strategy remain with the client.
A useful starting point is a task-level review of one client journey. Identify administrative work that competes with consultant conversations, then define a pilot with clear inputs, outputs and supervision. Measure response quality and unresolved cases alongside activity. This makes diversification more concrete and reviewable than a general promise to do everything a recruitment business might need.
