A useful Employment Rights change register had to survive revisions

The July 2025 roadmap offered a framework for planning Employment Rights Bill measures. Recruitment teams needed owners, dependencies and review dates, with provisional timing kept visible as the implementation programme developed.

The roadmap as a planning framework

The July roadmap proposed a phased approach, with measures anticipated after Royal Assent and across 2026 and 2027. It also described consultation and engagement before implementation. At the time, the legislation was still a Bill. The final Act received Royal Assent in December 2025.

Projected timings subsequently required checking against updated government timelines and commencement instruments. A historical account should preserve what was announced in July without presenting every original target as a delivered event. That distinction is particularly important when a recruitment business copies an old briefing into a current client update.

Turn the list into owned work

Different reforms touch different systems. Sick-pay changes involve payroll inputs; leave changes involve HR and cover; agency enforcement affects operational controls. A single general task called update employment policies does not tell a recruitment manager which process must change or who has authority to approve it.

A more useful register gives each item a source, status, responsible owner, affected documents and next review date. It should distinguish research from an approved implementation instruction. Where a measure is still being consulted on, the immediate task may be to monitor it and gather practical questions rather than alter a live contract.

A source register should retain the date checked as well as the link, allowing the client to identify when a planning assumption needs renewed review.

Keep the change register usable as dates move

Key Med Solutions can support policy-source research, inventory recruitment templates and organise a client-approved change tracker. HR, legal and payroll owners should determine the required response. The operations team can then coordinate the work, chase outstanding inputs and record which approved version has been released.

A short monthly review can focus on status changes rather than rereading every policy document. Has a proposal become an Act? Has a commencement date been confirmed? Has an approved instruction reached the relevant team? These questions connect the legal review with practical work without asking administrators to make the legal judgement.

The July 2025 lesson is to build a change process that can absorb revision. Key Med can provide research and administration around that process. Employers and professional advisers retain responsibility for interpreting reforms and deciding when contracts, payroll or employment practices must change.
