Temporary staffing controls needed better information at the desk

NHS England’s January 2025 planning guidance set expectations for reducing temporary staffing expenditure. Booking and recruitment teams needed connected demand, approval and cost information while care and staffing decisions remained with the responsible employer.

The planning expectations for temporary staffing

NHS England published its 2025/26 priorities and operational planning guidance on 30 January 2025. Alongside access, productivity and quality priorities, it set expectations for reductions in agency expenditure and bank use. It also emphasised working within allocated resources and making fuller use of planned core capacity.

Those were expectations for the relevant financial year, not a statement that every temporary requirement had disappeared. Our operational interpretation is that workforce teams needed a clearer connection between a request for cover, the options considered, the authorised decision and the resulting spend. Cost and service information needed to be considered together by responsible leaders.

Connect a booking to demand and approval

A booking desk may know that a shift is urgent without knowing whether the request has completed the employer’s approval process. Finance may see costs only after an invoice arrives. If those views are disconnected, managers cannot easily distinguish a necessary exception from a repeated planning problem or a request that was never properly confirmed.

Useful controls make the next action clear. Record the role, location, date, reason for cover and decision owner, then follow the client’s approved sequence for considering options. A rejected or changed request should remain visible as a recorded decision. It should not vanish from the operational picture simply because no agency booking was eventually made.

Provide the information the manager needs

Key Med can support recruitment administration, bookings coordination and routine pay-and-bill preparation using client-approved workflows. We can maintain request records, track outstanding approvals and prepare exceptions for managers. Decisions about safe staffing, funding and the use of temporary workers remain with the provider and its authorised leaders.

Begin with a shared request identifier that follows the case from the service to the booking record and subsequent financial administration. Review repeated requests and late changes using consistent categories. We can help maintain this trail and prepare a concise operational report, giving managers better information without claiming that administrative support guarantees a particular reduction in spend.
