Labour market — From the recruitment desk

When a leaver is not replaced, the work does not disappear

August 2025 vacancy feedback pointed to some employers choosing not to replace leavers. The useful next conversation concerned the tasks left behind, their owners and whether a defined support scope could help the remaining team.

The non-replacement signal

Published on 12 August 2025, the bulletin estimated 718,000 vacancies in May to July 2025, a quarterly fall of 44,000. Sixteen of eighteen industry sectors recorded declines. ONS also reported survey feedback suggesting that some firms were not recruiting new workers or replacing leavers. This was survey evidence about some businesses, not a finding about every employer.

The practical recruitment implication is that a closed vacancy does not necessarily mean the work has gone away. Tasks can be redistributed, deferred or redesigned. Our analysis is to ask what changed in the operating model, rather than immediately offering more candidate submissions or assuming that any unfilled role can be replaced by an external support team.

Follow the work left on the desk

For an agency, a departing administrator may leave timesheet reminders, database updates or candidate communications with consultants. Identify the tasks, frequency, systems and risks before proposing a solution. Some work requires local knowledge or managerial authority; other work may be documented and delegated. The distinction should follow the process, not the job title of the person who left.

A credible support conversation also asks what should stop. Outsourcing an unnecessary report simply preserves waste in a new location. Agree the essential outputs, remove duplication where the client authorises it and define the decisions that cannot be delegated. This gives the business a clearer comparison between recruitment, internal redistribution, process change and external administrative capacity.

Agree a support scope with clear ownership

Key Med can support recruitment administration, database maintenance, consultant care or selected back-office processes under an agreed scope. A project can begin with one documented task group, named client owners and clear escalation rules. It should not be represented as a universal replacement for an employee, or sold through unsupported claims about savings or guaranteed service improvement.

Review the pilot for completeness, exception handling and the handover burden it creates. If the task requires more judgement than expected, revise the scope with the client before expanding. That makes support a considered operating choice in response to real work, rather than an automatic reaction to the national vacancy trend or a promise to absorb unlimited responsibilities.
