Labour market — From the recruitment desk

A quieter vacancy market rewards a clearly bounded project

Vacancies reached their lowest level since early 2021 in the April 2026 release. Recruitment teams could protect time and candidate care by agreeing project boundaries, approval points and the path to an employer decision.

The low point in the vacancy series

ONS early estimates put January to March 2026 vacancies at 711,000, a quarterly reduction of 29,000 in that publication. It described the level as the lowest since February to April 2021. This was a national estimate of external hiring demand; it did not establish the viability, complexity or urgency of any particular recruitment project.

Our operating interpretation is to make the assignment’s boundaries explicit before increasing activity. A cautious employer may want research now and candidate contact later, or approval for one role rather than a whole campaign. Those are workable arrangements if the scope reflects them; problems arise when exploratory work is reported as though an active appointment process has been authorised.

Speculative work still consumes real capacity

Define the roles covered, the deliverables and the decision required at each stage. Agree whether research ends with a market map, an engaged candidate list or coordinated interviews. Keep additional requests visible, with an owner who can approve changes. This avoids a project quietly absorbing more tasks while the client assumes they were included in the original instruction.

Work-in-progress limits can help consultants see where the process is blocked. An approved project might pause outreach until interview availability is confirmed, for example. That is a management decision to make transparently, not a tactic for withholding information from candidates. Maintain honest updates and a clear route for the employer to restart or revise the work.

Define the project before work expands

Key Med can provide project RPO, talent mapping and interview coordination as separately defined elements of a client brief. The scope can specify authorised contact, reporting outputs and escalation points, with the client retaining hiring and budget decisions. Support should be presented as agreed work that can be reviewed, rather than unlimited delivery capacity or a guaranteed appointment.

Pilot the structure on a small campaign and review completed outputs, unapproved requests and time spent awaiting decisions. Use that evidence to revise the next stage with the client. This makes support more concrete and accountable in a cooler market without claiming that project discipline can create demand, determine the right budget or remove the uncertainty in a national vacancy estimate.
