Labour market — The explainer

What the regular-pay gap meant for the reliability of an offer

June 2026 earnings measures showed different growth in regular and total pay. Candidates needed an accurate account of predictable income and additional elements, with the same approved package described consistently through the offer process.

Why regular and total earnings differed

For February to April 2026, ONS reported annual regular-earnings growth of 3.4% and total-earnings growth of 4.4%. After CPIH adjustment, the corresponding increases were 0.1% and 1.2%. The release also highlighted timing effects in public-sector pay. These averages provided economic context, rather than a valuation of an individual job or a prediction of personal earnings.

Our interpretation is to distinguish what a candidate can reasonably treat as recurring from what depends on conditions or timing. Total earnings can move differently from regular earnings without establishing a change in basic salary. An offer conversation should therefore begin with approved terms and clearly described components, rather than an attractive combined figure with unresolved assumptions underneath.

Which parts of the offer are predictable?

Check whether a quoted package is annual, hourly or tied to a particular working pattern. Identify allowances, variable elements and any conditions the employer has confirmed. For healthcare and temporary assignments, hours and assignment terms can materially affect the practical comparison, so a rate should not be discussed without the relevant context or an authorised explanation of uncertainties.

Keep the same information visible through sourcing, interview and offer administration. A candidate should not hear a broader promise from one coordinator and a narrower one from the hiring manager. When details differ, pause the unsupported statement and escalate it. Contractual interpretation and individual pay entitlements belong with the employer and its appropriate advisers.

Keep the approved package intact through handover

Key Med can support candidate engagement and recruitment administration by maintaining an approved package record and tracking open questions. Pay-and-bill preparation support can organise agreed inputs within a separate client-defined process. It should not be presented as authority to set pay, determine tax treatment, interpret contract terms or guarantee that variable remuneration will be received.

A useful pilot follows one assignment from advertisement to accepted terms, comparing the details at each handover. Review discrepancies with the responsible client owner and update the approved information before expanding the process. The goal is a more reliable account of the offer, without claiming that a national earnings gap predicts candidate acceptance or establishes the correct remuneration for the role.
