A small vacancy uptick was a reason to test capacity plans

The January 2026 release suggested a modest vacancy increase after a long cooling period. Before expanding capacity, recruitment teams needed to distinguish new enquiries from authorised work and agree what evidence would justify a change.

A tentative change in direction

ONS early estimates suggested 734,000 vacancies in October to December 2025, up 10,000 from July to September. The same release described falling payrolled employment in the periods it covered. The mixed picture did not establish a general recruitment recovery, and the vacancy estimate remained one element of the wider evidence available at that publication date.

The practical question is what additional evidence would justify changing an agency’s operating commitments. A small national rise may coincide with renewed enquiries on one desk and no change on another. Our interpretation is to define decision triggers in advance, so that capacity does not swing in response to whichever headline appears most recent or encouraging.

What would justify a capacity decision?

Separate exploratory client conversations from approved assignments, and approved assignments from interview-ready work. Record when an expected role is due to receive a budget decision. If the pipeline strengthens, check whether the additional work is recurring, project-based or concentrated in one employer before deciding which support tasks require continuity and which can be scoped temporarily.

A trigger should combine volume with readiness and the work needed to serve it. For example, a business might review support once several authorised campaigns have agreed timetables, rather than when enquiries alone increase. The threshold is a management choice, not an ONS recommendation, and should reflect the agency’s commercial terms and delivery responsibilities.

Set a review point before expanding

Key Med can provide project recruitment support or a dedicated team under an agreed scope. A staged engagement can begin with research and administration for confirmed campaigns, with clear approval needed before activity expands. The client should understand the handover requirements, operating boundaries and review process rather than being offered an open-ended promise of capacity.

Use a short pilot to compare expected workload with actual briefs, candidate activity and client decisions. Retain the ability to revise the scope if demand does not materialise. This creates a deliberate response to a tentative market signal, without claiming that a small vacancy increase predicts placements, revenue growth or the point at which every agency should invest.
