Who and when the reform covered
For qualifying irregular-hours and part-year workers, the reforms introduced accrual using 12.07% of hours worked in a pay period, subject to the rules. Employers could choose rolled-up holiday pay for those categories for relevant leave years. The option did not apply generally to regular-hours workers.
Rolled-up holiday pay was an alternative payment method, not a reason to remove time off. The exact definitions, calculation and presentation needed the employer’s payroll review. A recruitment team should not assume that every agency worker, part-time employee or person on a variable rota automatically belonged in the same category.
Why a single calendar switch could mislead
If two workers had different leave-year start dates, an operational change on the same calendar day might not apply to both in the same way. The payroll handover therefore needed the approved classification and relevant period, rather than a single organisation-wide label saying that the new rules had started.
Timesheet quality mattered too. Hours worked, absences, adjustments and late approvals needed to remain distinguishable. When records are corrected after a pay run, the change should be traceable so that the responsible payroll team can decide the consequences. Quietly overwriting a spreadsheet can obscure why two versions differ.
The review can compare a new starter, an established worker and a corrected timesheet to test whether the handover contains the information payroll actually requests.
Prepare a reliable payroll input pack
Key Med Solutions can help gather leave-year dates, chase missing timesheets and prepare a list of records needing client review. Once the employer and payroll adviser approve the approach, administrative support can update relevant templates and track whether the required communications have been issued.
A useful implementation register separates the decision from the data work: category approved, method approved, effective leave year confirmed, records updated and exception resolved. The client can then review a sample before wider rollout. That process check should never be represented as certification of the underlying legal calculation.
The practical lesson from April 2024 is that implementation depends on the correct population and period. Key Med can support the recordkeeping and handovers around holiday administration. The employer and its advisers remain responsible for entitlements, pay calculations and any later changes to the applicable law.
