Labour market — The explainer

Headcount is not the same as hours available

An issue affecting Labour Force Survey collection was disclosed in July 2026, with a noticeable hours impact. The operational lesson was to examine workforce inputs carefully and keep people, availability and actual hours distinct in planning.

The warning in the hours estimates

ONS disclosed that an operational error in May 2026 temporarily left telephone collection for the Labour Force Survey under-resourced. Its analysis at the time found little effect on headline estimates but a small, noticeable effect on average hours and total hours worked. This was a specific published quality issue, not evidence that all labour-market statistics were unusable.

The recruitment interpretation is that different outputs can depend differently on the same input process. A workforce count may look stable while the hours available to cover work are unclear. An agency’s own booking data have separate methods and risks, but the general discipline is relevant: check the information needed for the decision, not just the easiest total to report.

Count capacity in usable time

For temporary and healthcare staffing, distinguish registered people, confirmed availability, booked shifts and approved hours. A candidate record does not establish capacity for a particular date, and an unconfirmed booking should not appear as cover already secured. Keep the unit of measurement clear when information moves from consultants to scheduling or pay-and-bill preparation.

Exceptions deserve ownership. If a timesheet differs from the booking record, document the question and route it to the authorised client contact. Avoid silently choosing one value to make a report balance. Clinical cover decisions, working-time responsibilities and the interpretation of pay terms remain with the appropriate employer or specialist adviser, not an administrative reconciliation process.

Check the inputs behind the rota

Key Med can support bookings and rota administration, recruitment records and pay-and-bill preparation within agreed controls. That may include checking completeness, maintaining confirmation status and producing an exception list for approval. The client sets the rules, approves material changes and retains the decisions that require professional, managerial or contractual authority.

Pilot the process on one desk or booking cycle, tracing a small sample from availability through approved hours. Review where definitions changed or confirmation was lost, then improve the handover. This creates a clearer administrative basis for workforce planning without claiming that support eliminates every data error or that the ONS collection issue proves a defect in a client’s own system.
