Labour market — From the recruitment desk

Small firms needed a support offer with a visible scope

October 2026 vacancy evidence pointed to hiring caution among small firms facing labour costs. A useful recruitment or support proposal needed to show the work, decision owner and review point behind its commercial comparison.

The caution in small-firm hiring

ONS early estimates put vacancies at 691,000 for July to September 2026, down 21,000 from April to June. The release said survey feedback continued to suggest that smaller firms might not be recruiting because of higher labour costs. That was evidence about reported business constraints, not proof of the cause of any individual firm’s hiring decision.

Our interpretation is to begin with the client’s actual problem. A business may need to hire, redistribute work, improve a process or obtain a defined amount of administrative support. A provider should not assume those choices are interchangeable. The national evidence creates context for a careful conversation, rather than substantiating a promise that one delivery model is always cheaper.

Make the work and the cost visible

Map the required outputs, their frequency and the systems involved. Identify work that needs internal judgement or customer relationships and work that can be documented for external support. Ask what happens if volumes change and who approves exceptions. A useful commercial comparison includes the client’s supervision, handover and review responsibilities, not just the provider’s quoted fee.

For recruitment agencies, possible tasks include database upkeep, approved candidate communications and pay-and-bill preparation. Finance-related work needs explicit boundaries and appropriate review; specialist accounting, tax and legal judgements should remain with qualified advisers. A small initial scope can make the operational choice concrete while avoiding a commitment to an unnecessarily broad service portfolio.

Offer a scope the client can review

Key Med can discuss modular recruitment support, back-office operations and finance administration around an agreed process. A proposal can identify the task owner, deliverables, permitted systems and escalation route before work starts. It should state the client responsibilities and commercial terms clearly, without claiming guaranteed savings, compliance certification or business results that have not been evidenced.

Begin with one recurring process and review the completeness of outputs, unresolved exceptions and the internal effort required to manage the arrangement. Use the findings to decide whether to continue or expand. This offers a practical response to small-business caution while preserving the distinction between a scoped support service and a claim to solve the economy-wide pressures described by ONS.
